An Accessible City

An Accessible City

What

An Accessible City is a programme of improvements to the travel network in the central city.

It will support the economic, social and environmental regeneration of the city centre by making it more compact and safer and easier to get around – for any form of transport.

Streets will be prioritised for different forms of transport to provide safer and more efficient ways for motorists, pedestrians, cyclists and public transport users to move around.

The new design of the streets will balance the needs and choices of more people moving around the central city. An Accessible City plans for:

  • future road layouts
  • pedestrians, cyclists, public transport and private vehicle users
  • slower speed zones in some parts of the central city
  • better public spaces
  • parking.

Why

The Christchurch Central Recovery Plan points to the need for rebuilt central city public spaces, buildings and facilities to be more accessible.  These transport projects will provide a travel network that meets the current and future needs of all inner city travellers whether they are on foot, on a bike, in a wheelchair, car or bus.

How

Ōtākaro is taking the lead on An Accessible City Projects that border key Anchor Projects that it is delivering.

When

These projects are planned to finish between mid-2017 and mid-2018.

Durham Street between Kilmore Street and Lichfield Street will be back to two lanes by May 2017. Work on Manchester Street will be complete by the end of 2017.

Status

Work is underway on two Ōtākaro projects. Durham Street and Manchester Street.

Who else is involved?

Ōtākaro is responsible for four projects as part of the An Accessible City project.  The remaining developments are being managed by Christchurch City Council (CCC).

Downer is constructing three of these projects on behalf of CCC and Ōtākaro, and the other organisations involved: Environment Canterbury, Ngai Tahu, and New Zealand Transport Agency.

Engagement

These changes have been developed through a process of consultation that began in 2011 with the 'Share an Idea' campaign. There was then consultation on the An Accessible City chapter of the Central Christchurch Recovery Plan and each individual project, as required by the Local Government Act.

More Information
  • Armagh and Colombo Streets

    In conjunction with the restoration of Victoria Square, the adjacent blocks of Armagh and Colombo Streets will be developed with stone paving, additional crossings, trees and other landscaping. The street in these blocks will be narrowed to give more space for pedestrians and cyclists, and for slow speed vehicle traffic

  • Manchester Street

    This section of Manchester Street is being turned into a widened, tree-lined boulevard adjacent to the East Frame residential development.

    The existing street will be widened by 9 metres to provide a broad, shared pavement for pedestrians and cyclists, along with the trees and room for cars and buses.

    The street will be prioritised for buses. Most of this section of Manchester Street will have a single, general purpose traffic lane in each direction, with dedicated bus lanes provided both north and southbound from Hereford Street to Lichfield Street, and southbound from Armagh Street to Gloucester Street. There will also be a high quality bus stopbetween Gloucester and Hereford Streets.

    Trees, landscaping and rain gardens (gardens which capture and filter stormwater flow from the street) will be other features of the redesigned street.

  • Durham Street and Cambridge Terrace

    This main southbound one-way road corridor on the western side of the central city is being enhanced with landscaping and improved traffic flow.

    It will have two lanes of southbound traffic, on-street parking on the western side, and a shared path for cyclists and pedestrians on the eastern side next to the Ōtākaro/Avon River.

    Trees, landscaping and rain gardens will also improve the streetscape and suit the slower speed environment of the inner core.

  • Tuam Street, from Hospital Corner to Durham Street

    Much of the initial reconfiguration work on the city's new eastbound one-way route on the southern side of the central city has been completed, with changes to the traffic directions around Hospital Corner and the closure of 600 metres of Oxford Terrace adjacent to the Antigua Boatsheds.

    The next stage of work will improve traffic flow and provide better cycle and pedestrian access to the city. The streetscape will be improved with additional trees and landscaping.

    Some of the remaining work will be undertaken once construction of the new hospital outpatients building at the corner of Antigua and Tuam Street is complete at the end of 2017.
